Communication from Jay
Dear Alex,
All expert knowledge resides within the minds of experts. When it begins to be expressed, it becomes utilitarian.

Ask the billions who browse the net everyday..! Each one of us is engaged in a discourse with the Web to serve our own general and specific needs. If it fulfills a need; well and good. or else...(smile)

not sure that my request will solve my problem. On the other hand, I don't
trust Web information presented by interested party".
It is a good habit to have a certain degree of skepticism about information on the Web. However, it is not that confusing if one can segregate all Web information as positively helpful and positively unhelpful. As one evolves personally one tends to feel lot more confident in dealing with web information. This of course leads one to the study of types and formation of human behavior and relationships.
In recent times technological advances have created an apparent semantic confusion. Terms such as HCI, User Centered Systems Design, Ethnography, etc, etc have appeared in scientific literature and many groups have formed to assess the merits and de-merits of each.
The use of an Arbiter sounds practical.
It is more or less in tune with the hierarchy of professional staffing in a hospital department, for ex, a Surgical Intensive Care Unit. Surgeons who possess relevant knowledge, skills and experience and who are particularly endowed with the ability to make independent decisions both in an emergency and routine situation hold positions of increasing responsibility and care.
And Alex, sorry, I still have not grasped what you mean by Global Experience Platform? If you are saying experience of different professionals have to come together on a global platform...it is a positive suggestion.
If you are saying a Global Experience Platform already exists; then it is good thinking on somebody's part to bring it “more” into existence...
To summarize, it appears the question is all about Information Retrieval and subsequent use. Are you familiar with the Cochrane Collaboration? It is an example of an attempt to ensure validity and specificity of scientific data. The Cochrane Collaboration has peer reviewed databases and constant quality checks so that misleading or outdated data is never retrieved.
As far as Life Sciences goes, my work is to build decision support systems probably supported by task computing so that users are not burdened with the need to search....
