I startled many in the government IT procurement circles with a challenge problem (at ARDA) to develop an "anticipatory technology" this challenge problem re-focused a series of funding proposals that my company OntologyStream Inc had made in response to the needs for surveillance technology based on semantic extraction techniques and ontological modeling using stratified theory and formative ontological resources.
Most of my intuitions about this are derived loosely from my readings of Robert Rosen's work, and in my many discussions with Peter Kugler.
