We judge the past behavior as a positive but very small step towards bringing untapped innovations into a useable form.  We have identified to program mangers a class of Human-centric Information Production (HIP) technology which is faster, better and cheaper than any of the existing commercial intelligence production software.  We have identified an ultra-stable, provably secure “Safe Net” for national technical means, including a bioterrorism defense system, a memetic measurement system, and a distance-learning environment having Safe Net properties. 

 

We are concerned that new federal funding may come to serve venture capital communities in a way that NIST’s Advanced Technology Program (ATP) served venture communities in the past. 

 

We have modeled the possible new development of a symbiosis between new federal funding and the venture capital community, while at the same time the same symbiosis is forcibly diminished, by the Congress, between the Advanced Technology Program at NIST and the venture community.

 

We have a general system’s model and the evidence from the Biotechnology world and from the Microsoft phenomenon to illustrate the problem related to business models that depend in inhibiting a free flow of ideas between those who would be our scientists and innovators.

 

We have established a grounding in the complexity sciences that demonstrates coherence between funding practices and strict forms of scientific reductionism and entrepreneurial fundamentalism.  

 

We continue to ask for a Congressional hearing on this matter.
