Evaluation of Intelligence Technology

Have we made an effort to work within the system?

The small group of innovators has talked about several integration plans.  This discussion goes back to 1992.

Recently colleagues, at SAIC, did submit results from this discussion; once to NIMA (2002) and once to DARPA (2003).  A plan was submitted to NIST (2003).

And then OntologyStream Inc submitted a business plan (2004) to justify a first round supporting capitalization of OntologyStream Inc by In-Q-Tel.

OntologyStream submitted a low cost proposal to contract OntologyStream to evaluate technology that we judge to be new and having special qualities related to the automation of an analysis of Islamic social discourse, and social discourse in other cultures.  We have contributed to discussion on a National Biodefense infrastructure and procedures.

We have developed a list of scientists who support approaches to this problem that are not available to the agency.

We have developed a model of all computer algorithms and data encoding structure that is used anywhere in any existing intelligence system.

We have developed a model of all intellectual property in use by any commercial vendor selling software used in the production of actionable intelligence.

We have developed five multi-university plans for distributed scholarship in the knowledge sciences.  The first of these was proposed by Georgetown University in 1992.  The most recent is the national project to establish a K-12 curriculum.

We have been involved in the organization and hosting of seven scientific conferences.

We founded, in 1997, a Not for Profit Foundation
