The problem with RDF from a
semantics viewpoint is that the roles played by class and resource are not made
explicit. The meta-layering that Pete refers to has been applied by Ian
Horrocks and Jeff Pan to RDF, creating a stratified formulation called RDF-FA
(Fixed layer metamodeling Architecture), which straightens out RDF’s
non-standard semantics. They have also taken a similar approach to OWL,
producing OWL-FA. See

for starters.
