Note to those I communicate
about the ontology mediation information
flow approach that I have proposed to Customs.
The new science of natural complex systems needs to have structural knowledge of places/states where the behaviors of a complex system can exhibit choice points. The technology is generic, and has to be developed as if generic and applicable to many different areas of human endeavor. Certain principles have to be observed, including the requirement that situationally-focused ontology be visualized and that human control of this visualization be made available to normal (non computer scientist) users.
One knows, intuitively, that these choice points exists in the expression of intentionality of a social organization – such as an organization that is attempting to game the Customs’ rulings on tariffs or the exposure of commodities to inspections through profiling by Customs.
This gaming process is also expected if one examines the evidences that gene expression from a new bird flu is migrating to an capability to hop from birds to mammals. The discussion between myself, Ben and Sanjay, is about the use of “semantic extraction” techniques WITH ontological models to produce a measurement of biological expression. I have coined the term “differential ontology framework” (Prueitt 2002) to describe this technique.
Whereas this discussion is on the leading edge of research, the deployment of the integration of a specific number of commercial software products will provide new capabilities to DHS .
We ask that Custom’s recognize that this same discussion reveals the set of issues that MUST be accounted for if Customs is to use the best science to measure the threats and vulnerabilities that commodity exchanges across the National borders presents.
The funding for
proto-typing ontology use to aid in Advanced Targeting and Selectivity of
commodity containers to inspect is available. The Roadmap’s dependency on
existing well established semantic extraction, knowledge management and
ontology representation software components, should mean that rational
discussions be made to allow us to work on the Custom’s ontology proto-typing
project.
