Technological Innovation as an Evolutionary Process

We have made the analogy that knowledge technologies (HIP) are strongly inhibited by specific social and economic forces. The preparation of expert testimony
on this issue has been occurring for over a decade. Human-centric Information Production (HIP) can be demonstrated as a completed replacement for all or most decision support and intelligence vetting software currently deployed within the intelligence community. However, the natural science particularity the cognitive and social science related to HIP use needs to be developed.
An extended community of scientists, and society as a whole, has the following problems.
1) The problem of initial capitalization of a Corporation that can bring the innovation forward into the market.
2) The predatory behaviors of existing Corporations that may, or may not, feel competition from the innovation.
3) The problem of Federal and State R&D grant mechanisms themselves, given the control of these mechanisms by narrow social pressures; including form entrepreneurial fundamentalism, scientific reductionism, artificial intelligence, and religious fundamentalisms.
4) The Community of Scholars is highly stove-piped and computer science is populated with individuals with little or no appreciation of the negative effects of the Artificial Intelligence mythology and narrow business practices on a two trillion dollar (yearly expenditure) Information Technology industry.
5) The Constitutional provision for the protection of private intellectual property has been compromised by the systemic evolution of predatory behavior by sources of economic control.
