Professor Ziedonis,
Very respectfully, I have prepared testimony related to an
http://www.bcngroup.org/beadgames/techInnovation/twentytwo.htm
I am gathering together additional testimony and specific second hand knowledge that allows one to see why our intelligence system cannot see the event spaces where asymmetric threats arise.
We are requesting that this process of investigation be funding by the Congress.
The answer to this critically important question of the failure of the intelligence systems is the same answer to the more general failure of communications media (television) and information technology more broadly concerned.
For example, CIA Director's recent speech at Georgetown University, indicates that the Nation should just always expect that the nature of National Intelligence always be considered partially correct and partially false. We feel the new technical means to make National Intelligence crisp, real time and transparent is fully possible and can be put in place in a matter of a few months.
In support of our analysis we have make a link to your pdf file

We would appreciate your communicating this testimony to others within your community and your advice as to how to proceed.
We would also appreciation direct communication with me ( paul@ontologystream.com or by phone call ) as to your willingness to enroll your community's participation in the planning for a Manhattan-type project to establish a K-12 and college curriculum in the knowledge sciences.
The planning is for a National Project supported by a two year grant by the Congress to the BCNGroup - a Not for Profit Foundation conceived first in 1992 and Incorporated in 1997.
