We are very close to establishing the lines of influence to leads to a two year Congressional budget cycle process for funding the National Educational Project to Establish the Knowledge Sciences as K-12 and college curriculum.  There are many many many forces in opposition to this concept, often based on misrepresentation of what is actually suggested. 

 

The Founding group is focused on design principles and theory.  The details follow from a set of design principles.

As Sandy's work on Cubicon (the iconic design language on which Core System is a consequent) illustrates;

 

the problem with the processor load in computers in the Internet is due to design principles. 

 

Our group’s interaction with the Semantic Net folks and W3.org is placed into this context. 

 

As Sandy has pointed out, if a community shows wisdom and puts into place a set of design principles then the processor load is diminished several orders of magnitude to achieve the same function.  This increase in functional efficiency is why we call this the AC-IT revolution, and create a metaphor to the introduction of electrical machines based on alternating current, which displaced the first generation of electrical machine based on direct current.

The concept of the Rural Safe Net is very well received within the policy community. As a part of the National Educational Project, the Rural Safe Net is something immediately understood.  The National Educational Project is essentially a distance-learning environment that delivers high quality knowledge using an underlying technical solution that is built on open source freeware and yet has an economic model that allows this system to become self-supporting.  The technical solution is HIP (Human-centric Information Production).

 

The scientists associated with the BCNGroup have a decade old relationship and are able to assist in immediately filing of 10 - 50 provisional patents (each costing only $80 to file).  A procedure is established, in the BCNGroup Charter, for making claim, for the sole benefit of the National Educational Project, of new works that are not in the academic literature and not filed as patents.  

 

The costs are so low that the cost of implementing a National Rural Safe Net is less than the cost of maintaining programs that have no useful function.  Moreover the people employed in these processes can under go an exciting and simple transformation of what they do.  Everyone is ready. 

 

Again, one does not have to fault individuals, but one has to question the design time principles that are expressed in real time transactions.  Two scales of causes are involved, one Darwinian in nature and the other Lamarckian in nature.

 

The concept of a Safe Net is not received well with the sectors of the business community that is rooted in current conditions.  In IT consulting and academics there is a monopoly on investment processes which activity inhibits any competitor to the status quo.

The BCNGroup Charter has a two level mechanism designed to replace these federal and state programs and to provide an objective evaluation of intellectual property claims.
