I am inclined to agree with your viewpoint, regarding
premature status.
The metaphor to the Manhattan Project fails in significant
ways, but at the same time there is the sense that something might need to be
done, when what exactly is not so clear.
There is more than one reason why something might need to be done.
How might one define a principled step towards making the
notion more well defined?
Are the proposal concepts at

I have felt that the first step would be a series of
conferences, and the second step would be an expenditure of 60 M in a grant
from the Congress to a consortium of universities to develop the knowledge
sciences curriculum and a Python/Linux (Knowledge Technologies Toolkit for Kids
(K-12)) as discussed at:

by one of the friends of Guido van Rossun (inventor of
Python).
The development of a real wireless-based system based on the
notion of the Rural Safe Net would modify the concept of the Knowledge Sharing
Foundation and create a resource dedicated to low cost distance learning,
knowledge transfer support for emerging molecular farming

and would provide conceptual search technology (in the best
form we are able to provide) to support subject matter indicator over public
(local, state, federal government) document repositories.

My sense is that this work will be done in the near future
even without any government funding.
