Paul,

 

I would recommend more funding for more research, but I wouldn't recommend a Manhattan-style project because I think that the money would be largely wasted.

 

The Manhattan project during WW II had a clearly defined goal and a solid scientific foundation to support it.  The task was primarily a very expensive engineering job.

 

Right now, the goals are not defined, and the science consists of a mass of half-baked ideas. It is premature to pour billions (or even multi-millions) into such a mess.

Even though I would love to get more money for research myself, I could not seriously recommend such a project.
