BCNGroup’s Proposal for
developing the Knowledge Science and Technology
This note
is addressed to Kelcy Allwein, who serves in program management for the NIMA
Glass Box projects; and Dr. Avid Alberts (CCRP - OSD).
A ISAT or ISAT-type conference
should be immediately convened by a conference committee, to be discussed
privately.
This conference should occur at
University of Conn., Cape Cod or MIT within three weeks. Those who cannot attend may link in by
teleconference.
This is a tipping point
opportunity.
Our suggestion is that Kelcy
Allwein be the mediator between a science community that is ready to work in a
radically new funding environment, and CIA (In-Q-Tel and others) and DoD.
Why an
Independent Knowledge Science Technical Office is needed.
Many scientists do not have
confidence that DARPA, In-Q-Tel or NIST has the current capability to evaluate
specific types of scientific work that has been proposed but left unfunded.
Many are saying that the
"system" is the problem and suggest that a new organization or agency
may be needed and once created may allow knowledgeable DARPA and NIST program
managers to work in an environment which is full capable in understanding the
current science regarding knowledge creation, propagation within communities
and management.
An alternative may be the
development of an independent Knowledge Science Technical Office at DARPA.
The ISAT Conference would be the first
step in hearing what an extensive community of scientist have to say about
where the Nation’s R&D in computer science and knowledge technology should
be directed.
