The discussion with the US Federal CIO Council

(This is opinion)

The natural reality (as in biological reality) evolves under the constraints of a path of least resistance; but !!perhaps!! also under a distributed (non-local) utility function that is anticipatory and involves the discovery of simplicity by acknowledging natural complexity in a proper fashion.  One gets into the debate over intelligent design.

and the incorrectness of the paradigm of artificial intelligence.

The superDistribution notion (developed by Brad Cox) of software design evolution optimality asserts that designers and programmers have some clear objective and neutral sense of optimality.

The aspects framework requires that humans who are not programmers have more control over this evolution that do the programmers.

generativeMethodology/aspectsFramework.htm

This assertion has NOT be revealed up to now, except in the optimization of money spent on IT consulting over the past four years (an amount that is close to or exceeds the actual money spent on the Iraq war.)

Given this history it is easy for all and each of us to ignore positive proposals from outside the large IT vendor community, as Brand Neimann skillfully demonstrates week by week, month by month, year by year.  It is nice that there is consistency in the world.

The aspects framework has four "aspects"; software framework, and lines of business are on one side of a balance point.  On the other side are process models (that are truly open to shifts in viewpoint and orchestration of emergence as in the expression of novelty) and topic processes (which are measure of the social discourse in real time.

MemeticOntology/mappingSocialSymbols.htm

(governments and corporations already map the social discourse - rather poorly but they try hard.)

The problem we have now, why we have a do nothing federal IT service sector, is that the optimality of procurement is focused exclusively on profits for the IT corporations.   Hidden proprietary interests are the intended source of data non-interoperability, and somehow the federal CIO Council has gotten into a position to fund 338 billion dollars to IT consultants, over six years, whose stated job is to solve the data interoperability problem as "volunteers" and whose stated real job is to create new ways of producing more data non-interoperability.

Brad and John, are we building nice paths, paving the bare spots, for the vendors to continue to exercise this deceptive will?  I think so, as do others.

I claim that this fraud is too large not be become a part of history.  There will be a Congressionally lead investigation of the OMB's e-Gov program.

The single motivation of profit is the expressed pure behavior of these fictitious "persons" that are the large IT vendor corporations.  Their behavior appears lawful and is made more lawful each year due to lobbying using part of the 338 billion.  However, there are laws on the books that could send individuals to prison for the profiteering that has occurred, and fine these fictitious persons.

In this profit optimality, the knowledge expressed (about how to design information systems) is almost exclusively the knowledge of the computer scientist, narrowly educated; illiterate to the natural sciences, to mathematics, to political science and even to history.  From this practiced ignorance comes a religious zeal to impose a justification of behavior allowing all aspects of predatory capitalism and no consideration for the principle that our nation is (or was) by and for the People.

The crime here is not merely the taking of hundreds of billions of dollars from the public treasure, but in the destruction of the American democracy itself.  As Paul Werbos recently pointed out, other parts of the business sector are also involved in both the extraction of wealth and the taking of our liberties.

The point of the Resilience Project,

is that the taking down of the IT sector

is the MINIMAL action that is required

if the American democracy is to be re-established.

The concept of a National Project has always been to create a balance in the disciplines, and I do not mean only those natural scientists who are reductionist in practice but the full spectrum of scholars.

Note that parts of this discussion are blocked by the moderators of the CIO Council, since John's note has the Soa forum in the cc, the Soa forum is blocking his note also.

This practice is certainly NOT paving the bear spots, but is continuing to pretend as if the CIO Council has an open discussion about the expenditure of the now 67B per year on e-Gov.
