What is the proposal scope
and target?

Let me be clear on my interests: I am interested in pursuing
innovations based on how people are a competence model on how to escape
from data overload. See attached 'diagnosis'.
I compare your work
with other "works" such as the attached submission to IEEE. Yours
is science and the other simply is not.
The time is ripe for innovations that would help all forms of analysis
tasks. We have a variety of ideas with some pedigree in terms of how
to avoid data overload in control room design and in navigating large
data spaces.
For course this
objective was shared by the work completed in the former Soviet Union in areas
called semiotics and semiotic control. It is shared by a dozen major
schools of thought in the US and in leading centers around the world.
But, our point is, that the best science is not funded. In fact, the best
science has to struggle with the dominance that is created because the US
government is supporting what are simple minded "white papers"
written specifically to obtain federal funding. The attached paper is a
good example of such simple minded efforts. The hyped up AI movement is
the more visible example. Of course, there is much to be said about the
notions of AI and agent based reasoning; but these discussions are not occurring.
The other factor is that the immediate time frame is more than solidly
booked. I just don't have the ability to participate in a major
proposal effort for the next few months. I would be happy to provide
some supporting material though.
Our effort would be considerably enhanced by periodic discussions
over the issues, both those issues which inhibit funding of the best work and
the core open problems that we are attempting to communicate and develop into
curriculum.
