Note on civilian uses for ORBs

Deployable routines can soon be made available that serve important intelligence tasks, such as detection of real time memetic patterns indicating intent to conduct terrorism. However, scientists believe that these routines must also be available for public use, including both as the foundation for commercial Information Production and as a support mechanism for educational and scientific work.
